"spend" 是及物动词，需要接一个宾语，表示花费时间的话，后面要加介词 "on" 或 "in"。

比如可以说：
- We spent 14 years building the bridge.
- They spent a lot of time on/in the project.

所以可以把句子改成：
- It was spent 14 years building the bridge.（这个句子语法不太正确）
- The construction of the bridge was spent 14 years.
